iTunes keeps bouncing in dock

When I start safari it is usually interrupted by iTunes bouncing in my dock. This is not only annoying but has made it impossible for me to use a web browser to search the internet. I have tried leaving iTunes open, Unchecked login items, reinstalled OS X but nothing seems to work and i am faced with the same issue. can anyone help? Id even consider eradicating iTunes from my computer.

Are you using 12.3.1?
I was forced to update to this version, although, luckily, no such issue.
