So I'm wondering how I can download songs off my roomate's itunes libraries. we both have home sharing turned on...is there anything else in settings or elsewhere that needs to be turned on so that I can grab songs from his library and he can grab songs off mine? streaming works just fine. is it even possible to do this?

I don't think that this is possible via Home Sharing. It's probably illegal, depending on where you live too.
Home Sharing is meant for streaming and not P2P file sharing.
Furthermore, if your songs are DRM-protected, your buddy wouldn't even be capable of listening to them without your iTunes Store password.

If you want to share a music library with your friend(s), it would probably be easiest to share it over some sort of cloud storage (Dropbox, Cubby, etc.).
Most are pretty limited in free storage space, but Cubby allows unlimited P2P sharing, so that might be a possibility for large libraries, if the songs are DRM-free though.
Cubby is invite only, but I have a couple invites, if you wanna try it.
