iTunes Match and Media storage

1. How can I upload all songs (Media files) that were previously downloaded & removed from the iTunes Match storage cloud.
  • They now reside in the Media Folder on my Macbook Pro's hard drive. I want them stored only on the Cloud.
2. Is it best to keep my Music Library in its default location on my local Mac drive or to move it to another location?

I have an M1 Pro MBP 14" running macOS Sonoma 14.4.1
