I have iTunes Match. I got it for the free radio listening back in the day. I never really understood whether you needed it for your playlists to sync. I want to cancel it but not if my playlists don't sync.

I don't use the cd ripping / matching songs feature.
 
Do you mean sync between computers, or between computers and iOS devices? The former is no longer possible without Match. For the latter you can of course sync playlists via iTunes USB sync (which you will have to use anyway to get music on the phone without Match).

I want to have my playlists to update on both my Macs and iTunes in general as well as the music app on iOS. So lets say I add a song to playlist A on my Mac, playlist A on my phone gets updated with the song as well.

Right, now for me, it is possible but I don't know if its a Match feature.
