From what I understand it has to do with content licensing deals between Apple and the content owners.

Licensing unfortunately. The deals for TV Shows / Movies are very complex and it's one of the reasons why it's so complicated / almost impossible to transfer purchases from a country to country.

I've also seen movies that were rent only for years become available for purchase only for a week or two then disappear from the store completely.

These were old movies too like from the 80s.
