Can I stream music over the network on iPad2? My collection is on an external drive connected to another computer on my network. And if so can I stream it to external speakers?

Remote let's you "control" your Mac (or PC) iTunes library remotely, like if you were sitting on your desktop playing your iTunes music through your PC speakers, but you are actually on your iPad.
Just go to the App Store and search "Apple", you'll find a set of free Apps made by Apple... Remote being one of them.

If you have your iTunes account on the computer, with home sharing turned on on all devices, then it should be possible. To use the external speakers you would either airplay to them or plug them into the iPad.
Although if you can airplay to the external speakers you could use the remote app above and stream directly from your computer to the speakers
I think I know what you want to do (based on kemperman's comment)
- Enable Home Sharing on iTunes (PC)
- Enable Home Sharing on Settings/music (iPad)
- open the Music app (iPad), click on "More" and choose "Shared"
- select your PC library
- connect your speakers to your iPad
