Itunes on iPad? Downloads?

When I access iTunes on ipad2, and choose downloads, all it shows is a link to terms and conditions?
 
click Accept or Confirm. you may have to scroll down. if you can't find it, try force quitting itunes. hold the power button down until you see the Slide to Power Off screen. let go of the power button. Then, hold the home button down for 6 seconds.
