I am trying to download music onto my new iPhone but whenever I plug it in my iTunes does not show that the device is plugged in like it does for my iTouch. I've tried restarting the computer but that did not help any.

Have you tried a different USB port (direct not through a hub) and a different cable. You would be surprised how often this can help.
You may also get it to work by updating iTunes. Currently the latest version for both Mac OS and Windows is 10.6.1.
