iTunes Plus - 256 CBR or 256 VBR?

Is there any way to tell whether iTunes Plus is CBR or VBR?

I am pretty sure that it is CBR. However, simply activating the bitrate column of you view header will show you the bitrate of a file, and will say XXX VBR if it is VBR.
