iTunes radio is pretty much like Pandroa. It should work on any device that will support iOS 7 but the user needs to be in the USA (at least for now)

It needs a US iTunes account, so can actually work outside of the US. And as far as I'm aware it will work on any iOS 7 device.

How to set up a US account? Google is your friend.
