itunes restore vs ota and reset

So id like to restore my iphone to ios 7 via itunes to start fresh...however, itunes is showing 6.1.4 as the newest version...if it do the ota on my phone and then reset all settings on my phone does that accomplish virtually the same thing?

What I did...

-Clear and restore my iPhone via Settings
-Update to iOS 7 OTA

Worked perfectly. (just finished actually!)

im doing kind of the same thing now, going to install the ota first then reset my iphone and set up as new
