iTunes says my credit card is "declined"

    I am trying to create a new iTunes account, after I finish the part where I enter my CC info and click "continue" it says my CC has been declined.
    I have enough funds in my accounts, I have tried multiple cards including my paypal account. Even when I try signing up for free and click "none" where it lists the type of account (mastercard, visa etc.) it gives the same error. Any ideas?

    This would be a case to call Apple and see what they can do from their end.
