iTunes Store on iPad always asks for password

I am using an iPad mini in iOS 9.2 and when I try to download free apps or redownload items from the cloud it asks for my password. Restrictions are not turned on and it is set to allow free downloads without a password. It's also set to only require a password every 15 minutes. Why is it still asking for a password when I'm trying to mass download tv shows from my purchases or free apps?

I would just download the whole season at one time from the purchases area of the iTunes Store but I'm trying to redownload my kids stuff in SD rather than HD since they don't care about that.
 
I've got the same issue with my iPhone 6. Set to use Touch ID, yet always asks for my password when downloading apps or App updates. Highly annoying!
