I’m trying to sync 400+ songs from iTunes to my iPhone 7 but it doesn’t do anything
But when you check the music section on the phone, all the songs are there, but are a light grey and take up no space on the device

Do you have iCloud Music Library enabled on the phone? If so turn it off then you should be able to sync them over.
 
I ve never seen that setting either. Where would it be? I do see it for enabling star ratings or cell service.
I have a lot of issues with iTunes not acting right, but it does sync to my phone.

Not sure what else to suggest if you can’t see it, anyhow shows in Music settings on my iPhone

Don't know if it's the same issue, but many and I have problems syncing music to iPhone due iTunes being stuck at step 5. It has to do with the problem of syncing Photos, especially if you have a large amount. Once you uncheck Photo syncing, everything else syncs just fine.
 
Try turning off "Show Apple Music" on the phone?

Also: which version of iTunes is installed and version of iOS on the phone? Maybe need to update iTunes to compatible version with iOS on the phone?

And: go to the iPhone screen in iTunes (aka click on the iPhone icon at upper left in iTunes). What does it show under Settings' Music option (not the "On My Device" sub-panel one)?

I have problems syncing music to iPhone due iTunes being stuck at step 5. It has to do with the problem of syncing Photos, especially if you have a large amount. Once you uncheck Photo syncing, everything else syncs just fine.

I don't sync photos, so, not seen this. But, do see where my Podcasts don't sync from iTunes to iPhone on occasion. Seems to get confused that there is something that does need to be synced. If I try a second sync right after first one, stuff gets moved.

Latest iOS and Itunes installed on latest version on MacBook Pro.
I don’t have photos on phone or MacBook
I’ll give it a try tomorrow and let you know
 
If you can download and install some alternatives of iTunes, such as iExplorer, you may use it to browse a folder called iTunes_Control. Delete everything inside, retry syncing to iTunes. I fixed some issues using this method.

Just rebuild the Media Library like Shirasaki mentioned, it fixes almost everything and will save you some time and mental health. And you don't need to pay anything.

Cons: rebuilding Media Library will delete everything that is stored in Media Library (all music, purchases, Ringtones, etc.). Make sure it's backed up first.

STEP ONE - DELETE THE LIBRARY
  1. Install iMazing and connect your device via USB (no need to make a backup when prompted)
  2. In the sidebar, select your device's File System
  3. In the File System view navigate to Media
  4. Select the 'iTunes_Control' folder
  5. Click the 'Delete' button in the bottom toolbar
  6. Restart your device


STEP TWO - REBUILD THE LIBRARY WITH ITUNES
  1. Open iTunes
  2. You'll be prompted to choose between 'Setup as a New iPhone' or 'Restore from backup'. Select 'Setup as a New iPhone'. This will rebuild your library, but won't affect the rest of your data.
