IUP ship dates bumped for new enrollments too?

I enrolled in the IUP for my silver/256 via apple.com. Delivery date Dec 11-18. I've been seeing that some IUP members are getting lucky with bumped ship dates. Anybody know if this is only for people upgrading from a previous IUP phone, or whether it applies to new enrollments too? Thanky
