I have published a website using iWeb. My Mom is unable to view it (the rest of my family on Macs and PC's are having no trouble). My Mom's Mac has not been upgraded to Tiger and is on Panther. Could that be the problem or could an older version of Safari be the problem?

I think that the question should be what browser does she use. The current version of iweb demands the latest browsers.

That being the case, I bet ya if shes running Panther, then the problem is the version of Safari.

Tell her to get firefox... or why dont she upgrade to Tiger/Leopard? The upgrade from Panther to Tiger is well worth the hour of installation it'll take.

OR does she run a slow G3 iMac?
