No, and there won't be one because Musclenerd has specifically stated that he believes most people who only have Windows are likely to pirate the IPSW.

i wish theyd release it for windows cause it only works 1 out of 100 times on my mac. I keep getting the god damned "Unexpected error!" followed by the white screen on the iphone. in the past when ive gotten this I just did it on one of my windows machines......no such luck on this one. either fix this error or release the windows version.
If you don't have a Mac you are 100% not a registered Apple Developer, so yes, all Windows-only users would have to pirate the 4.2b3 IPSW.
Reading comprehension fail.
People who only have Windows machines are clearly not real application developers and are in the minority (only in it the program for the beta's).
The rest would just pirate it, why code a beta pointlessly for the small number of legitimate Windows 'developers.'

Yeah windows will never get it. Just get on Mac and do it from there. If you don't have access then you're SOL.

I understand that but any Mac user can download a pirated 4.2.beta 3 firmware also.
It doesn't mean that Mac users won't do it.

Oh I totally agree. The IPSW is all over the Internet so I'm sure a very large amount of people are pirating it.

No doubt, I torrented all 4.2beta 3 ipsw's a few weeks back😀
Looks like I won't need them now though.
