You have to be jailbroken to use them. They change how your device functions / acts / looks.

Yes, what Jav said above are some good favorites.
Also Sbsettings and bitesms are great.

Personally, my top four favourite jailbreak apps (in no particular order) are:

Auxo (better app switcher with extras)

Zephyr (gestures like the iPad for home, bringing up the app switcher, and swiping between apps)

f.lux (adjusts the screen tint at night to ease eye strain)

Activator (lets you do pretty much anything on the device with a gesture or button press sequence)

I also have some other small tweaks I use to enhance the usability of my device which have fairly specific functions.
