I read that limera1n could do this too, but they haven't released yet. Am I incorrect?

Last I heard limera1n was fake. Geohot has posted on his twitter several times he is not working on any jailbreak right now.
Doesn't PwnageTool 4 already do this assuming your phone is already jailbroken using PwnageTool in the past? Or do you have to have your SHSHwhatever on file with Cydia which the OP doesn't have? I'm trying to update from 3.1.2 to 4.0 and keep my unlock.
No. If she has the apple issued 4.0 update she cannot downgrade or jailbreak at this point. The jailbreak by pwnage uses custome firmware.
Apple verifies the firmware of every restore now with their server and will reject any downgrade of firmware unless you have saved your SHSH files, in which case you can do it with Saurik servers.

Mine was JB using blackra1n back when OS3.1 was out (and thus old bootrom and modem FW). JB'ed again using Pwnage Tool 4.0
