If you mean getting around the activation lock prompting for an iCloud Apple ID and password, there isn't really anything you can do without having those credentials. It is a security measure the prevent a stolen device from being used. If you have proof of purchase for the device, you can visit Apple and have them remove the lock. If you purchased it used, then you'll need to contact the person you purchased it from to see if they'll provide the credentials.

Edit: Just saw you mentioned it was "found". You need to return it to the proper place, such as the owner, lost and found, authorities, etc.

I’m really perplexed how the first things comes to mind when someone has “found” something, is to keep it for themselves and use it somehow rather than trying to actually return it to the owner or something.

Why’s it so difficult for some people?! ¯\_(ツ)_/¯
