It's a tweak created by Saurik. It is totally cool. You can see the info on who, what and why in the tweak itself.

Maybe you shouldn't Jailbreak if this kind of stuff spooks you.

i figured it was one of the files that already was installed with the jailbreak, because i didn't install it. so yes id say so.

It's a feature-complete terminal library used as a dependency by other hacks.
Since it is one of Saurik's tweaks, it is safe.
