Will most jailbreak tweaks slowly but surely get updated to support iOS 9.3.3 ?

Most. Not all. Some tweaks die off, and some either get picked up by a different dev or become something else.

Gridlock, for example, was used for several years, but the dev stopped development and Anchor took over.

I'm still waiting on Dashboard X from iOS 6 to be updated. 🙁
