Jailbreak/Unlock iPhone 4S

For a relative newbie: In order to use my iPhone 4S in China, do I have to Jailbreak and Unlock it or just Unlock?😕

Unless you activate it in China, since they use CDMA, there's no possible way of using it in China.

Obviously, but do I have to JB and/or Unlock before I activate there? (I'm with ATT)
