OK, I jailbroke my 2.1 1st gen iPod Touch TWICE with QuickPWN mac, got the iHas Success message and waited ages for the iPod to reboot.

It works perfectly fine - except there's no Installer or Cydia. I have tried to delete the com.apple.mobile.installation plist, but I can't get into the root folder from DiskAid.

I'm positive I followed the instructions correctly - it had a white screen while it was being jailbroken, and when it was done, I just left it until it rebooted.

Does anyone know why this might be happening?

OK, I tried pwnagetool, but kept getting errors when trying to restore the custom firmware. Surprisingly, during all of this, I can still reboot the iPod touch and all my stuff is there. I guess it's unjailbreak-able.
 
What ak said. Start with a fresh 2.1 then do the pwanage. I have done this to three IPT without a problem.
