Add a Japanese keyboard. If you use Romaji, go under 123 and look for ^_^. If you use Ten Key, it's on the main screen. Once you click it, click the arrow to get a full display of the available emoticons.
Looking for something to do the similar thing but in 3.x
Just downgraded from iOS4 to 3.1.2 and aside from the folders which I've already fixed with Categories app, emoticons are the only other feature I miss about iOS4.
