So I like the idea of the JellyLock tweak and being able to quickly access apps from the unlock screen. But I don't like the idea of an added button on my screen taking away space from IntelliScreen. Is there a way the JellyLock flyout menu could be activated with a recognized TouchID swipe on the home button, then I could simply drag my finger onto the icon I want on screen?

Good question, although it may not work the same. When you use TouchID, your finger isn't on the screen, but on the home button. Once you let go of the home button, wouldn't the icons disappear?
