Extremely vague question. Define "fill". Do you want contact information filled out? Do you want resume/cover letter filled out? Do you want everything filled out?
Contact info is handled well by browser auto fill. Resume and all depends on the site. If it's like most companies that use Taleo, you can save yourself a profile. If it's different every time, you can fire up an automation tool like Selenium and write yourself a script. Of course, that's not the intent of the software but you can make it work.
