Joining a Local Windows Network

I am running a MB pro, os x 10.4. My apartment complex has a local network, but my roomates and i are setting up a private network for ourselves. They all run windows or linux machines, and have no issues joining the network or accessing files on each others computers. I can access their files, but they cannot see me on the network. We do not have any computer set up as the server, so i cannot just connect to that. The main network is run by the campus, ours is just amongst ourselves

File sharing and such isn't enabled in OS X.

You might want to take a look at the Sharing preference pane.
