Is there a way to create a script (or native method in Photos app) to convert JPEG imports into a HEIC?

For context, I shoot photos on my iPhone, SLR and an android phone
For the most part (except android imports), I have been able to figure out a workflow that converts imports into HEIC/HEIF before importing into photos.
However for the android - and some other scenarios, the native JPEG is what gets pulled into Photos.
Is there a way to create a workflow or application using automator that would scan my Mac photos library (say last 100 imports) for JPEGs and convert them into HEIC?
 
Wouldn't you be worried about the image quality loss after converting?
From what i have seen, i haven’t noticed a visually discernible quality loss even when pixel peeping.
Even if there is some (that i can’t notice), the size benefits do help me keep my icloud storage size under the 200GB plan for a lot longer.
