You could use shared iCloud Drive folders.

Thats probably going to work like sharing any file. I am talking about having a shared folder which does not need to go through iCloud. Which can be edited/updated through iPad or through the RDP connection.

I use Jump and don't see a way to do what I think you're asking. What about using a NAS on your network, accessible by the iPad and any other devices?
