Using Preview: Try and error with saving to jpeg in about medium quality (damn Apple for removing the target size option in Preview 3 in Tiger).

Using Photoshop: Save for the web and use the quality setting (but since Photoshop then tells you how big the resulting file will be it's much easier than using Preview).

Other apps should have similar options... 😉
