Just got a 4S, 3G not working

I just got a replacement 4S from Apple as I broke my old one. I have a decent number of bars for 3G(4G), however the data is SLOW. Speedtest app shows .5MB down consistently. WiFi works fine. I've driven around 20 miles and its slow everywhere. I went to AT&T to get a new SIM incase my old one went bad but same issue. Any ideas?

Try rebooting. Try restoring. If that doesn't work, take it back to Apple.

Your being throttled by AT&T, happens every month to me.
