Makes more sense for the iPhone at least for retail transactions. Who wants to wave their iPad at the gas pumps?

We don't necessarily know that it doesn't have it. Apple might want to introduce it with iOS 5 or the iPhone, and then they could say, "Oh and BTW, iPad 2 is also NFC capable."
