I have been using the same backup on my iOS device through 9 phones since 2008 and I know that it is time to start over again with a clean install of iOS. The thing is, I would like to keep just the "Camera Roll"

intact because of all the neat pictures I have in it over the past 11 years. I know I have it backed up on my computer, google and amazon folders, but I was hoping to keep a copy of it in my camera roll as well.

Is this possible?

No.
You can export them somewhere, but you cannot just keep camera roll during a full restore. You can however, choose to set up as a new iPhone, login to your account, and download your iCloud photos using photos app later on.
 
I believe that as long as you have your icloud photo turned on in icloud settings, it will come back after you restore and set up as new, as long as you log into that same apple ID.

This is true. Whenever I get a new iPhone, I choose 'Setup as new...' then log in with my Apple ID. After the phone is at the home screen, after the set up screens, and as long as you're on WiFi - your photos will all come back - as long as you had Photos turned on in iCloud beforehand. Photos/Albums make take a while to download on WiFi depending on your connection and I believe the iPhone has to be on the charger for the photos to re-download to the device.

Also, camera roll no longer exists. Hasn't existed for a while. Use iCloud photo library, sync, setup your phone as new, sign in to iCloud and your photos will be downloaded. Easy
