Keep getting Error 21 when trying to jailbreak iPhone 3G

hey guys,
trying to jailbreak and eventually unlock iPhone 3G on 2.2.1.

my plan is to jailbreak and run DownBB in Cydia and unlock for t-mobile.

i keep getting error 21 when trying to restore the custom firmware i made with PwnageTool. 😱

any help would be GREATLY appreciated!
