Keep in dock missing

My wife's macbook (Mavericks) has the 'keep in dock' and 'remove from dock' facility missing. I have googled and googled but cannot resolve this problem.

Any help would be greatly appreciated

Hi,

could you please right click on a Dock icon (excluding Finder), select Options, and post a screen shot ?

Thanks for your prompt reply. I don't think I need to do that because it's exactly the same as normal except the option to remove or add an app is missing

What do you see if you right click an icon the select Options like in my screenshot?
