If you click the links in that table, you'll learn what issues each particular update addresses, and for what kind of use/configuration it's recommended. Some will be useful across the board, others may only apply to certain configurations/types of use.
There's always something to be said for, "If it ain't broke, don't fix it," and there's something to be said for keeping everything 100% up-to-date. For my own use, I tend towards 100%, and install the latest update as soon as it's available. I've participated in beta tests since the early 90s; if there turn out to be issues with an update, I'm prepared to deal with them. I'm more careful when giving advice to others - it'll depend on the nature of the update and the individual.
