I am looking at buying an imac g4 for my daughter and saw one on craigslist but the guy said it is sort of broke. He said it works, but has a kernal panic that will come up. Should I be worried? I would be installing a new copy of osx on it, but I just am not into that much depth (yet) and don't know if I should just avoid the purchase.

A kernel panic can be a hardware and/or a software issue. Since you don't know what's causing the Kernel Panics i would not buy it, in case that machine is on the verge of becoming a lemon.
 
I would avoid this as well-- if it was not a huge problem, he would probably get it fixed and be able to sell it for a higher price-- he may just be trying to unload his problem
