On my Mac Pro 2012 5,1 144.0.0.0.0 i've noticed my Kernel_task is eating up 55-64% CPU just idling after a fresh reboot.
It does this in El Cap, HS, Mojave, Catalina, and up to Sequoia with OCLP. I tried leaving each system idling for an hour to see if it goes away but it doesn't. Nothing in the pcie slots just a gpu. Temperatures all seem fine on the sensors. (CPU A is 20deg warmer than CPU B though) not sure if that's an issue here.
I tried zapping pram, 3 bongs even. Deleted all boot-args. Disabled SIP, tried different gpu's, scanned hard drives for issues. 1 drive has a EFI partition error but that's because Mojave shares a drive with Big Sur (i'm assuming confusion?), tells me to fix it in Recovery Mode but when i try it doesn't let me fix it.
Next i will try removing all hard drives and monitoring kernel_task with 1 drive at a time. Maybe also a cpu tray swap.
In Windows 10 the cpu is 0-2% just purring like a kitten at idle no issues.
I'm running out of ideas on what else to try. Any suggestions or similar experiences ?
 
In Activity Monitor, are you seeing disk activity - reads/writes per second? Likewise check the Network pane for packets in/out per second. Try to narrow down what it's working on.

If you have a compromised internet-of-things device on your network, you could see constant packets due to ongoing LAN scans. Looking for more devices to compromise. Or maybe your systems are trying to talk to Apple for software updates, but that's blocked at your router firewall.

Is it normal for Windows 10 to show no signs of issues but only in mac osx?
