Key repeat rate

Guys - when I press down e or any character, it only types it once. I moved key repeat rate to Fast and delay until repeat to short but it makes no impact

Also how do I find the Mac tips or welcome to Mac guide which pops up every now and then automatically

the new mac behavior is to not repeat letter keys but show you accented letters instead. if you don't like this, open terminal and execute this

defaults write NSGlobalDomain ApplePressAndHoldEnabled -bool false

may need to log out and log back in.
