Key Won't Repeat after Holding Down! Help!

Whenever I hold down a key it won't repeat at all. Here are my keyboard settings.

You are obviously using Mac OS X 10.7 Lion or OS X 10.8 Mountain Lion: How Do I Enable Key Repeat In OS X Mountain Lion?

I entered

defaults write -g ApplePressAndHoldEnabled -bool false

into terminal and I still can't press and hold keys. For some reason I get this weird blue box appear when I try to hold down the A and S key.
