I'm locked out of Mac Mini and can't input password because the Mac wireless keyboard is producing different characters to those shown on the keys...I've been able by trial and error to work out key combos to produce desired characters, but not all of them (eg can't do '@'). I can't get into Mac Mini to correct keyboard settings because the keyboard won't let me...any help, advice, workarounds would be greatly appreciated!

Very easy solution:
Get a cheap WIRED USB keyboard.

Do you have access to a local computer thrift store or community thrift store like Free Geek or Goodwill?!? If you do, you can actually buy a nice Apple wired keyboard (the 1st gen or 2nd gen) for like $10 to $20 and you have all the Apple compatible keys. I bought one because I had the same issues like yours with my Mini and got a $20 Apple Mac Pro professional wired keyboard to solve it.
 
I’ve had the same issue except certain keys on the keyboard weren’t being registered. Thought I’d locked myself out, but I went and bought a USB wireless, that sorted it. Very strange problem though because once past the login screen the keyboard works normally.

Now seeing as I live alone, I’ve switched off the password requirement to login.
