Keyboard icon does not present menu

My Ipad air 2 is at Version 9.3.3 and when I tap and hold the keyboard icon it brightens but no menu appears.
Any one else seeing this problem.?
 
Just found the reason. If keyboard orientation is on, That prevents the menu from appearing and also prevents Split keyboard.
