keyboard language change

hello
just bought MBA 2013 with big sur
however, i cannot change the keyboard language. when trying to change from English, the language stays on Emglish. what can be the problem here?

what can be the problem here?

It could be that you're not going about it properly, but, since you don't tell us what you are doing, it's hard to say.
