I've activated Russian, as is normally done in 10.10 and 10.9, but when you click on the flag in the upper right portion of the menu, there is no option to switch.

Add keyboard in the Keyboard preferences System Preferences -> Keyboard -> Input Sources tab Then in the menubar I can switch between keyboards by clicking on the input menu flag in the menu bar and just clicking the keyboard language I want.
