Keyboard Layout reset after Reboot, sometimes, not always

hi

i've got some problems with my keyboard all the time.
mostly, after restarting the computer (10.5.6), it resets the keyboard layout to "US".
instead i wanted it to be "Logitech, Deutsch Schweiz" and having the char table and keymap (dont know the english names, just the two options on top) available.

i can set them, but as soon as i reboot, they'll disappear and "US" is back again. kinda annoying.
this happens not on every reboot.
but i did not found a pattern. sometimes its the correct layout after rebooting, sometimes (most) its the US layout

i already set the language of OS X to "German" in the "international"-pref pane.


any ideas?

I've seen this behaviour gradually appearing on each of the machines I administrate too. It's very odd.

It persists even if you deselect 'US' as a potential keyboard layout and just select 'British', usually appearing after a restart

If anyone has any ideas I'd love to hear them
