Keychain Circle Notification app

I've been looking at files that got added to Mavericks (by checking the differences between the output of a "find /" on Mountain Lion and Mavericks). On Mavericks, there's an app called "Keychain Circle Notification", located in /System/Library/CoreServices.

Running it doesn't seem to do anything.

Does anybody knows its purpose?

For whatever reason, this app actually seems to be open source. I've only glanced over it, but it looks like it's mainly responsible for handling notifications about iCloud Keychain approval.
