Keychain passwords do not show up

I downgraded from El Cap to Yosemite, and saved Keychain files (login.keychain, metadata.keychain and folder with random numbers) to Google Drive. When I try to export login.keychain to Keychain it does not show any passwords, everything just remains the same. Is there anything I'm doing wrong?

Why didn't you just sign into iCloud?

Your trying to cloan a heavily encrypted file and enable its use. You'd be upset if it were that easy surely...?
