Its quite possibly the light sensor found on iPod touches and iPhones, you know the one you can only see in really good or bad light or from a certian angle,
That isn't very convincing. The FCC regulates communications, i.e. Wi-Fi, 3G, etc. The camera should not need to be present in the device for FCC certification.
But again, all the FCC is testing is whether or not the device meets their standards in terms of communications hardware (interference, etc). I don't think they concern themselves with things like geo-tagging. I would love to see some information regarding what they do test (I googled and the initial results didn't look promising, plus I am at work.)
