Anyone able to create an Apple ID for someone younger than 13 in iOS 8?

It says on the apple ID website. "You can even create Apple IDs for children under 13 years old so they can participate, too."

But when I try to do this, it says I do not meet the minimum age requirements.

Something I am missing perhaps or it is just not working yet?

iOS 8 is still in beta. I don't think developers need to be using this feature. Just like Apple hasn't given the ability to pay for the new iCloud storage tiers. I don't recommend putting iOS 8 beta on a kids iPhone anyways.

iOS 8 isn't out yet and thus most features won't apply yet.
